I got to think about all the places where I have outsourced to through the last couple of years, so here is a small list of my findings:
India
If you can find them, they have great programmers. I’m afraid to generalize too much, but basically I haven’t seen a good website design by a company from India (I am open for suggestions here). Also the ones I have worked with have not been good at challeging my ideas or give me feedback. I have outsourced some .NET (C#) development. I am still using a VA company that I am very pleased with: VMGBPO.
Philippines
This is of course after listening to John Jonas. And so far I have been satisfied with my experience. People with good education to affordable prices. I am probably going to hire more people in the Philippines. I have outsourced research, content creation, website design and setup (WordPress and Joomla), SEO (such as link building).
Russia
Ok, I don’t think I have mentioned this before (so now it is out to all my competitors
), but the team developing Magento webshops for me comes from Russia. I have been very pleased with their services. A bit more expensive than the Philippines, but they are absolutely top notch.
Bulgaria
We had a guy from Bulgaria develop our website (build on WordPress). We paid 400$ for everything (design, implementation etc). We just provided the text.
Uruguay
I am using a company in Uruguay for custom Magento extension development. They are hardcore Magento developers so they are a great card to have on the hand when I deliver Magento webshops. Great people. They are very focused on my needs.
Brazil
Some time ago we also used a developer from Brazil I think it was, for a small C#/.NET job. Can’t remember the details though.
Bangladesh
Got some guy from Bangladesh to create my logo on Get A Shop

Ironic to be a webcompany and then outsource development of ones own site to someone else. But it does save some problems and make a better design.
You made a good choice when you choose the Philippines as one of your service provider. We are one of the leaders when it comes to outsourcing. From data processing to customer service, IT, publishing, and a lot more. There are many talents and service provider available here for your specific needs.
@Daniel: Yes and it frees up our time do more exciting things (plus we are really not a web design company, more in the lines of hardcore consultants in .net, java and ruby on rails

Cool to see how you outsource to different parts of the worlds, and that it works out quite well!
A suggestion to a future post: When you select your overseas partners, how do you make sure, that it isn’t a “fake company” or that they make crappy stuff…? I guess you pay by delivery most of the times, but sometimes I suppose they want 50% payed upfront.

Outsourcing is a fast paced business since it creates a pool of talents from across the globe to do business in countries that were labeled in different forms. Even first world countries are now part of that outsourcing pool of talents since this business is not all about having talented people work for a given company having to pay them at fraction of a cost when hiring someone from the same country but also, acquiring talent that are rare and is valuable to an organization. Not all countries have developers specializing in a given language and it would be best to outsource the business to those who are experts in this field.
It would also be best if you provide a more concrete example of the companies mentioned for each country to be able to see their work and/or portfolio.
